Absolutely. For Internet Explorer, there is no better pop-up stopper than the Google toolbar. It has a bunch of other very handy features, too.
But my recommendation is to use Mozilla Firebird as your web browser. It's my default browser and I'm using it right now.
http://mozilla.org/products/firebird/ A Google (and other engines) search box is built-in, along with pop-up stopping capabilities. It also features tabbed browsing (I can't work without it anymore) and uses less resources than IE. Not to mention fewer security vulnerabilities.
