There is no need to start another thread, which I deleted.
If you dont find what your looking for on the link, then you should just settle for one similar, such as 4.01 SP1
The files your missing should be filled in with 4.01, the suggestion to use IE4 is the minimum, any web browser higher than that would included newer versions, which is what the error message means when it says "Program requires Shell32.dll version 4.71 or higher."
Notice the
higher part, this means it is OK to install a version of IE newer than the suggested IE4.
Or, try looking on your Win98 CD.
Wouldn't it be easier just to find the missing file, than to download the whole browser suite?
