For GNU GPL licence software you have to provide source code.

Note: The material in these files is released under the GNU General Public License. Please read it before redistributing or mirroring. If you would like to mirror VirtualDub, be aware that it is not legal under the GPL to mirror the binary alone, and please email <phaeron at virtualdub dot org> with your intention to mirror so we can make sure mirrors are consistent and updated. Please link to this page, and not the files directly, as direct linking is a bandwidth and administrative hassle, and linking here ensures that your link remains valid even if the download sites are changed. Thank you.

If you do have sourcecode can you please provide it on free software such as Virtualdub and DC++.

thats left to to admins to handle this issue, if they do not want to include source code, then i guess they can just remove the app from the site.

if you are seriously wanting source code, and not just complaining about a infraction of the GPL (which Michael Robertson would be a better candidate to complain about for not hosting source code from all the code he has used from the Debian project to build his Lindows OS, check that site, not a drop of source code), but if you wanting source code you can get just about any version of VirtualDub with sources here
http://prdownloads.sourceforge.net/virtualdub/
DC++ and sources
http://prdownloads.sourceforge.net/dcplusplus/

just another reason the GPL is considered viral in nature, better to use a app under a BSD license so you can exclude the source code if you chose. but thats another debate not for this board.
