this was happening on a new, $1,200 custom built machine that had the newest version of ICQ installed..
once it was removed..things were back to normal and all was fine...so my friend got a version of Icq from here "2000a"
and the machine didn't have any errors I think..but the program ran horribly.

Any tips/suggestions?

Include as much infor about your machine - CPU, RAM, OS, IE level.
Since your saying "custom" is that a Dell "custom" machine or what?
and what do you mean 2000a ran horribly? what exactly was horrific about it? took a while to load? thats normal.

By "ran" horribly I mean...
system is crashing...lagging..etc.
It has an AMD 2200 or 2400 CPU
two 512 sticks of ram
ATI 9800 SE video card
Western Digital 120 GB HD with 8mb cache

Windows XP Pro
Latest Version of Internet Explorer.

Spybot was ran on it today and it crashed during that...
it's extremely unstable from something :(

btw, It's not a Dell machine.
It has the components I mentioned a 52x cd-rw
..dvd rom
floppy..etc. etc.
and is in a Dreamer II case

check to make sure ALL the drivers are properly configured, and that none of the drives are using the compatibilty mode. see if there are any flags under your Device Manager.
This is not the first time I have heard someone running into problems with ICQ on the NT core, as I have 1 client who, their AMD 2600 machine which I built with Win2k has problems running icq2000a on it. I have not had the tme to check under the hood on that box yet.

i dont know the problem yet, but it could be possible that icq "could" be causing issues with the msvcrt40.dll, or replaced with older version(?)

you may want to try the web-based icq client.
Also, be sure to check ICQ's site for possible bug reports, you may have to use another diff client.
