Good request submission. Unfortunately Visual Basic is a retail application, and can not be shared legally. You can purchase a copy from ebay.com.
The 'Old' program is still copyrighted by MS and can not be obtained for free. Remember is it not the software you are purchasing, it is the license; the right to use the software. So unless MS decides to change the licensing of their applications, it remains a 'retail' apps, whether or not you can purchase it in a retail store.

If you search the forum, you will a few VB clones that may suit your needs.
