Since Microsoft used to include a version of frontpage with each IE download, you can find Frontpage 3.0 somewhere on the net with an older IE release.
Otherwise their Frontpage 2000/2002/XP is retail software, and offering it for download is illegal.
If you want to use a html editor for one time, and do not want to pay, check out the FREEWARE; which means you dont pay anything, in this previous thread.

Frontpage Express is the html editor that came with the original version of Windows 98 (not SE). It's available free at various download and educational websites. Here's one source:
http://sssd.k12.ar.us/FPinstall.exe
It's fairly easy to use, but very basic and a bit dated, so don't expect too much. It has a nasty habit of changing any advanced html that it doesn't recognise.

Frontpage is a more advanced html editor. It's not freeware. Buy it from a software vendor or directly from Microsoft.

If you're just going to create a basic web page without scripts and any fancy stuff. Check the capabilities of your word processor.
For instance in Ms Word 97 you can:
Click "File"
Scroll down to "Save As"
In the box labeled "Save as type:" scroll down and select "html document"

Frontpage Express may be a worthy addition to the Oldversion inventory. It wasn't as easy to find as it was a year ago. It may not be available from the usual sources for much longer.

If you want a proffesional quality page editor that's free, and not even ad supported I can't recommend the AceHTML 5 highly enough. It's a fairly large program, about 5mb, and pretty slow, but you can edit dozens of pages in a single session, do batch replace and many advanced features.

But if you just want to work on a few pages and know or want to learn HTML your Notepad will do just fine. Notepad is my default editor for pages and it can be used for .js and .css as well.

WYSIWYG Web Builder

Create a web page without coding

WYSIWYG Web Builder allows you to create a standard HTML web page without the need for any HTML knowledge. You can simply position elements where you want them to appear (text blocks, images etc.) and preview your creation, then publish it with the built-in FTP uploader. The program supports standard HTML markups, as well as forms, and can help you insert various media types, including Flash, Java, ActiveX and more. The program also supports some enhancements, such as colored scroll bars, rollover images, ready-to-use Java Scripts, word highlighting and more. Advanced users can also edit and insert HTML code as needed.

WYSIWYG Web Builder - Version 1.8
This project started as a replacement for ‘good-old’ Frontpage Express that used to be part of Windows. Just a simple, easy-to-use utility to generate web pages. Web Builder has almost all the features Frontpage Express had, but gives you much more freedom of where you put your web objects (such as images, text, tables etc). This means that the finished page will display in your browser exactly the way it was designed.
The program generates HTML (HyperText Markup Language) tags while you point and click on desired functions; you can create a web page without learning HTML. Just drag and drop objects to the page position them 'anywhere' you want and when you're finished publish it to your web server (using the build in Publish
tool).

Features:
- No HTML knowlegde needed!
- Drag and drop of the HTML objects: Text, Lines, Images, Marquees and Tables.
- Form layout object to create forms, including actions, hidden fields etc.
- Supports Form fields: Editbox, TextArea, Checkbox, Radiobutton, Combobox and Button.
- Rich text support: text object can contain different fonts, colors, links and sizes.
- Option to add custom HTML for each object (Before Tag, Inside Tag, After Tag).
- Custom HTML object.
- Scripting object (VbScript and Javascript).
- ActiveX, JAVA, Flash, Windows Media player, Quicktime and other Plug-In support.
- Publish to local drive or a FTP server.
- Images can be drag'n dropped from explorer on the document to speed up development.
- Easy Photo Gallery creation.
- Banners.
- Rollover images.
- Bookmarks.
- Customize scrollbar colors for Microsoft Internet Explorer.
- Meta tags.
- Printing/Print preview.
- Clipboard Copy/Cut/Paste.
- Aligning functions.
- Undo/Redo.
- New: Navigation bars
- New: Ready-to-use Javascripts
- New: Template support
- and much more!
