what program is the best for making grpahics pictures like this

that is a pictures of some one rapp name,on MUSIC site.And i wanna make tight graphic signatures like this and i dont know what is the best out there?

Most of the times people designed that with layers and alot of effects. So it might not be a program which turned that out, just someone's ability to use photo editing suites well, and some use tablets to make designing quicker.

adobe photoshop then get one of those graffiti fonts and run it through some filters is prob the easiest way
