Give alittle more information, we are not your ISP, nor are we mind readers here.
What kind of conenction do you have? Dial-up, DSL, Cable??
What speeds are you getting when transferring a file to your friend?
Are you or your friend downloading something else while your trying to send them a file? Are you surfing the net at the same time.
Remember that your speed is a total. not per connection, So if you're on dial-up and getting a 40kbps connection and surfing and sending a file to your friend it will slow you down a bit. or if your friend is playing an online game and your sending him a file, yes it will be slower.

i got comcast high speed internet [cable], and when i try to connect with some people, it doesnt work. iwas wondering if anyone else had this problem, and would like to help me.

Are those people your trying to connect to, running a firewall? As a firewall will blocking incoming connections for the user running one.
