The description is not a comment field, it is a description of the type of program it is. Such as in this case, the field would be completed as;
Description: download manager

It is not always easy to figure out what some programs are based on the programs name. This helps when finding and posting related threads. Not all replies are directed at the OP. Since this is a public board, adding similar apps to a request thread can possibly help someone else out who reads a particular thread.

Based on this programs name, one could mistakenly believe it is a program which gets Macromedia Flash files.
