The readme.txt file distributed with the current version states:
If you can't pay but need to recover RAR 2.00-2.80 password, do use RAR Password Cracker 3.13. It is a freeware but requires some computer knowledge and experience.
I looked everywhere for this file but could not find it. I also contacted the author who told me "it's been discontinued". If it was released as freeware, it probably does not prohibit redistribution and it would be very interesting to play with.
