Active X Compiler

Is there a FREE windows integrated development environment (IDE) or a standalone compiler that can produce exe files that can use Active X (OCX) inside them

I have seen Envelop but it produces poor quality exe files and does not seem to save properly

If you know of a Compiler/IDE with the following features

The reason i am asking here Is because every time i find one i get directed to
404 LAND With no download links

So i may need an old vershion

I need the compiler to be free forever and compile a basic exe in less than 7 minuets

If the IDE(PART THAT MAKES THE SOURCE CODE) Is not free i need a free trial

The compiler(PART THAT MAKES THE EXE) Is not free forever It is useless to me

I don't care what PROGRAMING language it is

By free forever i mean for as long as you want

If you know of such a program please help
If you do it will be appreciated
