Most likey being it is a MS product, it was never available as shareware, or freeware. So it can not be hosted on OV.
I had seen MASM before, it was free. Have you tried Borlands, or VCC or Bloodsheds Collection of Compilers. |

Microsoft has a free C++ compiler (I believe it's .NET based)
