I have DirectX 9.0 installed on my comp and it wont allow me to install older versions, but I need an older version because it screws up my comps video files and I have no idea how to uninstall.

DirectX run-time for End Users (AKA DirectX) is an extension to the Microsoft Windows operating system that developers can use to increase the performance of multimedia programs and Windows games.
Newer multimedia programs and Windows games will not function properly without DirectX.
DirectX is integrated in the Windows operating system and cannot be uninstalled or removed.
the solution, reinstall the OS, make a backup, then if you mess up and need to remove something, just recover from your backup.

But... I found a site that has a DirectX uninstaller for version 5.0 -> 8.1 (states may also remove 9)
DirectX Buster is a DirectX uninstaller for Windows 9X, ME and W2K. It uninstalls DirectX from version 5 up to version 8.1 without any problems. This tool may also work properly on later DirectX versions (e.g. DirectX 9).

If your on xp the installation of Dx9 should have automatically created a restore point you should (in theory) be able to take your PC back to the previous version unless you've deleted resore point
