If it is an older app, no longer developed then it most likely wont connect to the servers H323 Gatway, if they even still have a valid working online gateway, since the gateway will no longer be active. Therefore you can not connect to make phone calls, If you can replace the Gateway to a valid H323 gateway, then you could once again make PC to Telephone calls.
