WYSIWYG Web Builder allows you to create a standard HTML web page without the need for any HTML knowledge. You can simply position elements where you want them to appear (text blocks, images etc.) and preview your creation, then publish it with the built-in FTP uploader. The program supports standard HTML markups, as well as forms, and can help you insert various media types, including Flash, Java, ActiveX and more. The program also supports some enhancements, such as colored scroll bars, rollover images, ready-to-use Java Scripts, word highlighting and more. This project started as a replacement for ‘good-old’ Frontpage Express that used to be part of Windows. Just a simple, easy-to-use utility to generate web pages. Web Builder has almost all the features Frontpage Express had, but gives you much more freedom of where you put your web objects (such as images, text, tables etc). This means that the finished page will display in your browser exactly the way it was designed.
The program generates HTML (HyperText Markup Language) tags while you point and click on desired functions; you can create a web page without learning HTML. Just drag and drop objects to the page position them 'anywhere' you want and when you're finished publish it to your web server (using the build in Publish
tool).

Using Word
If you're just going to create a basic web page without scripts and any fancy stuff. Check the capabilities of your word processor.
For instance in Ms Word 97 you can:
Click "File"
Scroll down to "Save As"
In the box labeled "Save as type:" scroll down and select "html document
But if you just want to work on a few pages and know or want to learn HTML your Notepad will do just fine. Notepad is my default editor for pages and it can be used for .js and .css as well.

Frontpage Express
Frontpage Express is the html editor that came with the original version of Windows 98 (not SE). It's available free at various download and educational websites.
It's fairly easy to use, but very basic and a bit dated, so don't expect too much. It has a nasty habit of changing any advanced html that it doesn't recognise.
