    Try uninstalling DirectX c, using Directx Eradicator, then install the version required.
    This should not normally be necessary, as C is newer than b, but some programs are poorly coded, or Microsoft removes code needed by older apps.

    Microsoft does in fact created a redistribution package, so that the software can be distributed. When you purchase a brand new video card, some games, the packaging contains DirectX redistributeable.
    If Microsoft objects, then the current collection will be removed from the site.
