Which old versions of WinRAR are compatible with Windows 3.1?

.. keep in mind that archives pressed with new WinRAR versions can be uncompressed going only so many versions back and then they become incompatible.

Whoa...dude run linux...at least then u have some network capablitlites...but in retort...I suggest looking for an OLD version of izarc (does all formats)
