Maybe it can help to someone....

I have installed Google Toolbar 2.0.11, but, after some time (it's random), he auto updates to the newest version.

After testing a little bit, I have discovered an easy way to disable this updates:
Go to C:\Program Files\Google and create 8 folders:
<GoogleToolbar2.dll>
<GoogleToolbar3.dll>
<GoogleToolbar4.dll>
<GoogleToolbar5.dll>
<GoogleToolbar6.dll>
<GoogleToolbar7.dll>
<GoogleToolbar8.dll>
<GoogleToolbar9.dll>


The reason for this folders is because any intention of update from google toolbar will create a file with any of these names. If he can't create the file, he can't update.

I hope it'll useful for somebody.
