    unless your using Telnet on your own private network, you really should not use telnet over the internet, since Telnet is an insecure shell. Your passwords are sent in clear text, and can be viewed by anyone sniffing your network. you really should use SSH, Secure Shell.
    you can get free versions also. from OpenSSH, Putty and WinSCP (Secure Copy).
