If you need a reg cleaner for Win XP I can let you have RegScrub XP
All those urls are 404 now... :/ Also other urls etc. were not available anymore which I found from the threads here by searching for regcleaner. The current version is some RegSupreme or something, which you can find from http://regcleaner.com which forwards to their new page.
But I'm searching for the free version which was named RegCleaner and had nothing else than registry cleaning and similar tools. I don't want the jv16 tools or regsupreme, though those might do it too if some versions are similar to the free RegCleaner.
RegCleaner.exe v 4.3.0.780 541KB
or try RegSeeker 1.35 beta .zip (307 KB), also freeware and similar to jv16 Powertools which is available on Oldversions main site, yes jv16 Powertools has all the features of RegCleaner, they were by the same author, but also contains additional tools some of which are also "similar" in that they perform cleaning albeit not of registry, the additional tools add to the install size but the versions I speak of are all free.

When you download the executable says jv16_regcleaner or something, but it's just plain old regcleaner.
I have to remind you that jv16_regcleaner has a twin going around same name too
