Scroll down the board a few postings and read those past posting, you will find the answer on this board dozens of times. Look through past posting or atleast scroll down a few posts before starting a new thread. as this topic has been covered many times.
but here ya go,
http://browsers.evolt.org/
You can find older versions (including recent ones) of browsers from:
http://browsers.evolt.org/
More specifically, Internet Explorer's page is at:
http://browsers.evolt.org/?ie-sprynet/ (For the old, old, SpryNet version)
http://browsers.evolt.org/?ie/ (For the old and new Microsoft versions)
As for TCP/IP stacks, I can't help you there. Windows 95 and up have them built-in, and support most modems and LAN controlls (ie, Ethernet cards). Windows 2000 and XP also have them built-in (can someone confirm NT4?).
As for Windows 3.0, 3.1, 3.11, Windows for Workgroups 3.1, 3.11, they do not have them built in. A certain mailing-list I belong to recommended me Trumpet:

(Note to mod/admin: This probably should be pinned)
You posted this in the request board, are you requesting something?
If you are answering someones post, put the answer inside that post, not as a seperate thread.

For Win 3.1 you could WinTrumpet.
Windows NT has networking built in, as it is designed for such purposes, being a workstation. As there were "Windows NT Workstations" & "Windows NT Server" versions. NT had networking in its first version.
